REVEALED: Woman who returned Lady Gaga's dogs has not been paid $500k reward because cops 'haven't cleared her' and kidnapping may have been a 'gang initiation'

  • LAPD told Lady Gaga to hold off on paying out $500K reward, TMZ is reporting
  • Police 'still investigating whether woman who returned dogs has ties to thieves'
  • Investigators are also looking into whether shooting was part of 'gang initiation'
  • On February 24, Ryan Fischer, 30, took Gaga's three dogs out for a walk
  • Armed thieves shot Fischer in the chest and fled scene with Koji, Gustav
  • The third dog, Miss Asia, somehow managed to escape and ran to Fischer's side The woman who found Lady Gaga’s two kidnapped French bulldogs has yet to be paid her $500,000 reward because the police have yet to clear her of involvement in the crime, according to a report.

The Los Angeles Police Department told the pop star not to pay the reward until investigators can determine whether the woman in question had anything to with the violent theft of her two canines, TMZ reported.

Investigators are also reportedly looking into whether the dognapping and shooting of the dog walker, Ryan Fischer, was part of a gang initiation.

As of Wednesday, police do not believe the woman had any ties to the dognappers, but are nonetheless said to be urging the pop singer to hold off on paying out the half-million-dollar reward while the investigation continues.

The two thieves who made off with Gaga’s canines, Koji and Gustav, also shot and wounded their walker, Fischer, 30, on the night of February 24.

A third dog who was being walked by Fischer that night, Miss Asia, somehow managed to escape and is seen in surveillance footage from that night running over to Fischer's side.

Less than two days later, a woman brought the dogs to the LAPD’s Olympic Community Police Station, just northwest of downtown.

Lady Gaga’s representative and detectives went to the station and confirmed that they were the dogs, Tippet said. They canines were unharmed.

The singer is currently in Rome to film a movie.

Fischer, who has been described as a family friend, survived the assault. Last week, he posted images of himself in a hospital bed on his social media.

He also thanked the first responders who saved his life and called for his 'attempted murderers' to be brought to justice.

DailyMail.com has reached out to Lady Gaga's representative seeking comment on the TMZ report. The pop singer is currently in Italy filming a movie.

The LAPD declined to confirm the claims made in the TMZ report on Wednesday. A grainy still from the neighbor's doorbell cameras showed the two attackers punching Fischer to the ground shortly before 10pm on February 24

A department spokesperson told DailyMail.com that the investigation is ongoing and that Gaga’s $500,000 reward to the person who retrieved the dogs is being offered independently of the City of Los Angeles.

Gaga is reportedly eager to pay the reward to the woman as promised if and when police determine that she had nothing to do with the robbery.

TMZ is also citing sources close to the investigation as saying they believe that the incident may have been the result of a gang initiation.

The incident was similar to several other cases that have been reported in recent weeks in the Los Angeles area, according to TMZ.

The web site says that video of the shooting shows the dogs located at a distance from Fischer at the time he was shot.

Instead of simply leaving with the dogs, the thieves chose to shoot Fischer in the chest - suggesting that the incident was gang-related, according to TMZ.

A manhunt for the two attackers is still underway. In his posts Fischer applauded the Los Angeles Police Department's efforts to capture them.

Fischer is expected to make a full recovery after he was punched to the ground and shot in the chest by the dognappers while walking the pups on West Hollywood's Sierra Bonita Avenue at about 10pm on February 24.

In the caption of his first Instagram photo, which showed him hooked up to a breathing tube, Fischer described how Miss Asia ran over to him after evading the thieves who fled with the other pooches.

'4 days ago, while a car sped away and blood poured from my gun shot wound, an angel trotted over and laid next to me,' he wrote.

'My panicked screams calmed as I looked at her, even though it registered that the blood pooling around her tiny body was my own.'

Fischer described how he feared he wouldn't survive the attack, writing: 'I cradled Asia as best I could, thanked her for all the incredible adventures we'd been on together, apologized that I couldn't defend her brothers, and then resolved that I would still try to save them… and myself.

'Hopeful that my calm(ish) and forceful pleas for the urgency of my care as well as the focused descriptions of the dogs would be enough to help me and get enough police and media attention to find the boys, I looked backed at my guardian angel. I smiled at her shaking form, thankful that at least she would be okay.

'From that point, right as the neighbors poured from their homes and restaurant to us on the sidewalk, life has taken a very sudden and unexpected turn.'
